A predictive system doesn't need to imprison someone geographically to shape their movements.
It can influence where housing is affordable, where employment is accessible, which routes are convenient, which services are available, and what transactions are permitted.
Control over the conditions of movement can be more consequential than an explicit prohibition on movement.
