Feeding people builds relationships. Education develops organizers. Organizers connect communities. Those connections make collective action possible without waiting for official permission. Repression attacks that capacity as well as the individuals exercising it.
Goldman's passage makes three parts of this mechanism particularly clear:
Destroy the infrastructure: close printing houses, clubs, and educational organizations so the movement cannot reproduce itself.
Turn solidarity into exposure: arrest visitors, punish protesting students, and move prisoners away from those who can support them.
Reclassify political enemies as criminals: the label "bandit" makes an execution administratively presentable while concealing the political purpose.
