I see the pattern
Foreign actors
One-off scandals
Lower-level players
But never the donor → appointment → contract pipeline
Never the core
The machine runs
But no one maps the engine ⚙️
Then I check the charity layer 💸
Hundreds of millions move every year
Tax-subsidized
Approved for decades
Only recently do a few groups get hit
Small, selective enforcement
Not systemic
No commission studies the full pipeline
Same silence
Same pattern 🔇
So I overlay everything 🧩

2017 → modern leak appears, then fades
2020s → ethics flags, small penalties
Now → selective charity enforcement
But never a full connection
Never a system-level investigation
So I conclude this
The absence is not empty
The absence *is* the signal 📡
If the system investigated its own funding core
We would see it
We don’t
So I read the silence
